أصدرت وزارة الشؤون الاجتماعية والعمل تعميما رسميا، يحظر التعامل مع كيان غير مرخص يُعرف باسم “المجلس الأعلى للشباب العربي فرع اليمن”.
ووجّه معالي الدكتور محمد سعيد الزعوري، وزير الشؤون الاجتماعية والعمل، التعميم إلى كل من وزراء التخطيط والتعاون الدولي، والشباب والرياضة، والتربية والتعليم، بالإضافة إلى وكلاء القطاعات ومديري العموم بالديوان، ومديري مكاتب الوزارة في المحافظات، ورؤساء الهيئات التنفيذية لمنظمات المجتمع المدني والجمعيات والاتحادات الطلابية.
ويأتي هذا القرار استنادا إلى أحكام القانون رقم (1) لسنة 2001م بشأن الجمعيات والمؤسسات الأهلية ولائحته التنفيذية، والتي تشترط التعامل حصريا مع الكيانات المسجلة رسميا في سجلات الوزارة والمصرح لها بمزاولة الأنشطة.
وبموجب التعميم، يتم:
1. منع أي تعامل مع الكيان المذكور أو أي اتحاد شبابي غير مسجل رسمياً في ديوان عام الوزارة.
2. حظر فتح فروع لهذا الكيان أو لأي اتحاد شبابي غير مرخص.
3. اتخاذ الإجراءات اللازمة لمنع إقامة أي فعاليات للكيان بالشراكة مع الجهات التابعة للمخاطَبين.
جاء هذا الإجراء حرصا من الوزارة على الالتزام بالإطار القانوني والأنظمة لعمل منظمات المجتمع المدني، وحمايةً للشباب والمجتمع من الممارسات غير النظامية والمخالفة للقانون.
Yemen’s Ministry of Social Affairs and Labor Bans Dealings with “Supreme Council of Arab Youth – Yemen Branch”

The Ministry of Social Affairs and Labor has issued an official circular banning dealings with an unlicensed entity known as the “Supreme Council of Arab Youth – Yemen Branch.”
His Excellency Dr. Mohammed Saeed Al-Zaouri, Minister of Social Affairs and Labor, directed the circular to the Ministers of Planning and International Cooperation, Youth and Sports, and Education. It was also circulated to undersecretaries and director-generals within the Ministry’s central office, directors of the Ministry’s branch offices in the governorates, and heads of the executive bodies of civil society organizations, associations, and student unions.
This decision is based on the provisions of Law No. (1) of 2001 concerning Associations and Civil Foundations and its executive regulations, which mandate dealing exclusively with entities officially registered in the Ministry’s records and authorized to undertake activities.
Pursuant to the circular, the following measures are to be implemented:
1. A prohibition on any dealings with the aforementioned entity or any youth union not officially registered with the Ministry’s central office.
2. A ban on establishing branches for this entity or for any unlicensed youth union.
3. Taking necessary actions to prevent the holding of any events by the entity in partnership with the relevant subordinate authorities.
This measure underscores the Ministry’s commitment to adhering to the legal framework and regulations governing the work of civil society organizations, and to protecting youth and society from irregular practices and activities that violate the law.
